Gender-Based Violence and Technology-Enabled Coercive Control in Seattle: Challenges & Opportunities

As technology plays an increasingly important role in our everyday lives, it has also become an incredibly effective tool for those who engage in stalking, harassment, and abuse. While scholars and direct service providers refer to this emerging form of abusive behavior through a variety of idioms, in this report we use Technology-Enabled Coercive Control (TECC) to capture the breadth and scope of the problem. Drawing on interviews with survivors, advocates, law enforcement, prosecutors, judicial officers, and other providers, this report captures the state of TECC in Seattle and offers recommendations for how the community can more effectively respond.
